 Thanks to the help of social media like Facebook and Twitter. People are updated immediately on what's happening around the country and the globe. A 5.8-magnitude earthquake was felt in Central Visayas (including Cebu) and Western Visayas on November 14 2012 at 1:21pm.

I immediately searched for news online about the details of the quake and the most reliable I could get for the time being is from rappler.com.

 According to the Philippine Institute of Volcanology and Seismology (Phivolcs), the depth of its focus was at 10km.

Secretary Jesse Robredo entered the commercially important person (CIP) room at the (NAIA) terminal 3 at around 9:30 a.m. Saturday before his 10 a.m. flight on board Cebu Pacific flight 5J 553.

At around 2:30 p.m., Robredo left Consolacion town after the groundbreaking ceremony of the Regional Training Center of the PNP.



Supposedly, Sec. Robredo was booked on Cebu Pacific 5J-572, scheduled to depart Cebu for Manila at 3:50 p.m. The aircraft's Registry No. is RPC 4431. The one that crashed.

But for still unknown reason, Robredo decided to take a private plane instead of taking the commercial flight.

At around 3:30 p.m. Abrazado sent a text message that the plane was experiencing problem with one of the propellers and was returning back to Cebu.

Robredo and Abrazado were rebooked on Cebu Pacific 5J-570, Cebu-Manila that was supposed to leave at 5:05 p.m.

At around 4:20 p.m. Abrazado informed PCAS-7 and the DILG that they were making an emergency landing at Masbate Airport.

The last communication received by the MCIA control tower from the plane was that they were at 150 feet descending on the final approach.

Officials said the plane was 300 meters short of the runway when it crashed.

Kapamilya Relief Program, still accepting donations

Everyone is invited to send their donations in ABS CBN Jagobiao to help the victims of Typhoon Sendong. ABS CBN in Jagobiao Mandaue City, Cebu is just along the highway so you can conveniently drop by to bring whatever you can give to help. Security guards and volunteers are willing to assist you.

Volunteers can aslo to to Cebu Normal University or in Fuente Circle to help in packing goods, clothes, etc. More volunteers are needed as more donations are coming.

P.S. If you donate things in pairs, make sure to tie them together so they do not get misplaced. All donated clothes will be repacked in big sacks. If you can also pack them already in big sacks, that would be really helpful. Get involved to help this Christmas to our brothers and sisters in need who were left homeless due to Typhoon Sendong. Boat capsizes near Cebu; all 100 passengers rescued

MANILA, Philippines — A passenger boat carrying about 100 passengers capsized near Lapu-Lapu City, Cebu early morning of Friday, a Radyo Inquirer 990AM report said.

Quoting Commander Rolando Punzalan, chief of Cebu coast guard, the report said all passengers were rescued after relatives rushed to their office to inform them about the incident.

Punzalan said the boat, MV RD Express, was headed to Cebu City from Kalibutan Island, Talibo, Bohol, when the accident happened 2:10 a.m.

The boat suddenly capsized between Gilutongan Island and municipality of Cordova in Cebu even though the weather was good, Punzalan was quoted as saying.

Authorities are still investigating the incident as a marine protest is set to be filed against the captain of the boat, the report said.

By virtue of Proclamation 276 of the President which was signed on October 20, another holiday is to be observed on November 7, 2011 (Monday). This regular non-working holiday is a celebration of the Eid'l Adha (Feast of Sacrifice) and observed as the second largest Islamic festival of the Filipino Moslems [Republic Act 9849].

Giant croc captured in Agusan Sur creek


Villagers and experts have captured a one-ton saltwater crocodile which they plan to make the star of a planned ecotourism park in Agusan del Sur province.


The male crocodile was described in an Associated Press report as 6.4 meters (21 feet) long which, if confirmed, would make it bigger than the 5.5-meter saltwater crocodile in Cairns, Australia.

The Australian crocodile has been cited by the Guinness Book of Records as the biggest captive crocodile in the world.

Mayor Cox Elorde on Monday said that dozens of villagers and experts ensnared the crocodile along a creek in Bunawan town, Agusan del Sur, after a three-week hunt. It was captured by villagers using a trap.

Elorde said the crocodile killed a carabao in an attack witnessed by villagers last month and is also suspected of having attacked a fisherman who went missing in July.

Elorde said putting the huge crocodile in a tourism park would turn it “from a threat into an asset.”

The Australian crococile, named Cassius, is believed to be at least 100 years old.

4 killed, 4 hurt in Cebu robbery

CEBU CITY, Philippines–A security guard and three suspected bank robbers were killed while four others, including two policemen and a bank teller, were wounded Monday morning in a failed robbery at a shopping mall, just a few meters away from Fuente Osmeña police station along Osmeña Blvd., in this city.

Cebu City Police Office Director Sr. Supt. Ramon Melvin Buenafe confirmed the death of all the three robbers and one security guard, who served as one of the two escorts of a China Bank teller, who was delivering cash to a money changer outlet at the Robinsons mall at 9 a.m.
The slain security guard was identified as Leofer Itac while the identities of the slain robbery suspects were still unknown.

The injured were PO1 Jay Catacutan and PO1 Roy Ceniza, both assigned to the Cebu City Mobile Patrol Group (MPG), the still unidentified bank teller, who was hit on the leg, and security guard Lito Odan, the second escort.

Catacutan, Ceniza, Odan and the bank teller were brought to Chong Hua Hospital for treatment.
According to the police, one of the suspects was waiting at the Osmeña Blvd. entrance of the Robinson’s supermarket while two others were at the food court in the mall’s basement.

The bank teller, who alighted from the armored vehicle of China Banking Corp., went down to the food court area accompanied by Itac, leaving Odan and an unidentified driver in the van.

The suspects then shot the guard and the bank teller and grabbed the bag containing the money.
Odan, on hearing the shots, rushed to the basement but was also fired upon.

As the three suspects fled with their loot through the Ramos St. entrance of the mall, they saw three MPG policemen who just happened to be passing by and fired at them. Catacutan was hit on the body and Ceniza on the leg.

All three suspects, one of them also wounded, boarded a motorcycle and sped toward Cebu Velez General Hospital along Ramos St.

Six responding MPG teams called in for reinforcement cornered the suspects on Ranudo St., several meters from the mall and a shootout ensued, killing the three suspects.

The police recovered the bag which, Buenafe said, contained P1.2 million.

Bohol top in governance

Bohol emerged as the country’s best governed province while Valenzuela and Ligao came out as the best governed among highly urbanized cities and component cities, respectively, according to the latest performance report released by the Department of the Interior and Local Government (DILG).

The DILG on Sunday disclosed the 10 provinces and 20 cities that scored high in the Local Governance Performance Management System (LGPMS) report for 2010.

Managed by the DILG, the LGPMS is a web-based, self-assessment tool that measures the performance of local government units (LGUs) in key governance areas.

It assesses the performance of cities and provinces in administrative, social, economic and environmental governance.

It also assesses local government units in terms of transparency, participation and financial accountability, the guideposts for good governance.

The LGUs are scored accordingly, with 1 as the lowest and 5 as the highest.

Among the provinces, Bohol scored 4.9370 followed closely by La Union with 4.9115.

The rest of the 10 top-performing provinces are Bulacan with 4.8628; Negros Oriental, 4.8331; Pangasinan, 4.8185; Ilocos Norte, 4.8185; Albay, 4.8064; Cavite,4.8031; Compostela Valley, 4.7812; and Tarlac, 4.7773.

Valenzuela, meanwhile, scored 4.9150 to lead the top performing highly urbanized and independent component cities.

San Juan followed with 4.8875; Puerto Princesa, 4.8640; Angeles, 4.7410; Davao, 4.7380; Naga, 4.6940; Zamboanga, 4.6865; Iligan, 4.6710; Cebu, 4.6633; and Taguig, 4.6415.

Among component cities, Ligao was the top performer with a score of 4.9240; followed by Laoag, 4.9193; San Fernando, 4.9177; Vigan, 4.8617; Gingoog, 4.8568; Cabanatuan, 4.8363; Dipolog, 4.8113; La Carlota, 4.7553; Iriga, 4.7522; and Batac, 4.7430.

Benham Rise would make the Philippines a gas-rich country

The Philippines will gain 13 million hectares in additional territory, an area slightly smaller than Luzon, should the United Nations approve next year the government’s claim on a region off the coast of Isabela and Aurora, Environment Secretary Ramon Jesus Paje said on Monday.

Paje said the undersea region, called Benham Rise, could turn the Philippines into a natural gas exporter because of the area’s huge methane deposits.

Studies conducted by the Department of Environment and Natural Resources (DENR) for the past five years indicate large deposits of methane in solid form, Paje said after a Senate budget hearing.

The government is only awaiting a formal declaration from the UN Convention of the Law of the Sea (Unclos) that Benham Rise is on the country’s continental shelf and therefore part of its territory, Paje said.

An inter-island ferry with at least 75 people caught fire then sank amid stormy weather in the central Philippines on Sunday, leaving 3 people dead, one missing while the rest were rescued, officials said.

The steel-hulled M/V Island Fastcraft 1 was cruising toward Cebu province when it caught fire during a downpour, prompting several passengers to jump into the churning waters. Three of them drowned.

Most of the passengers were rescued by a passing ship, coast guard officer Fidel Hibaya said.

Coast guard chief Admiral Ramon Liwag said one passenger was reported missing.

It was not immediately clear what sparked the blaze, but there was a report of an electrical problem in the engine room before the fire. An investigation was under way, Liwag said.

It is forecast to move Northwest at 15 kph.

Fukushima Daiichi Nuclear Power Plant update

Japanese authorities have informed the IAEA that, prior to the earthquake of 12 March, the entire fuel core of reactor Unit 4 of the Fukushima Daiichi nuclear power plant had been unloaded from the reactor and placed in the spent fuel pond located in the reactor's building.

Clarification

Contrary to several news reports, the IAEA to date has NOT received any notification from the Japanese authorities of people sickened by radiation contamination.

In the report of 17 March 01:15 UTC, the cases described were of people who were reported to have had radioactive contamination detected on them when they were monitored.

Japanese authorities have informed the IAEA that new INES ratings have been issued for some of the events relating to the nuclear emergency at the Fukushima Daiichi and Daini nuclear power plants.

Japanese authorities have assessed that the core damage at the Fukushima Daiichi 2 and 3 reactor Units caused by loss of all cooling function has been rated as 5 on the INES scale.

Japanese authorities have assessed that the loss of cooling and water supplying functions in the spent fuel pool of the Unit 4 reactor has been rated as 3.

Japanese authorities have assessed that the loss of cooling functions in the reactor Units 1, 2 and 4 of the Fukushima Daini nuclear power plant has also been rated as 3. All reactor Units at Fukushima Daini nuclear power plant are now in a cold shut down condition.

Addition of 12:45 UTC

Japanese authorities have assessed that the core damage at the Fukushima Daiichi 1 reactor unit caused by the loss of all cooling function has been rated as 5 on the INES scale.

This is an upgrade from a previous rating of 12 March as 4 on the INES scale, which was based on an abnormal rise of radioactive dose rate at the site boundary.

Why would experts need to monitor the temperature of Fukushima Daiichi Nuclear Power Plant?

Temperature of Spent Fuel Pools at Fukushima Daiichi Nuclear Power Plant - Updated

Spent fuel removed from a nuclear reactor is highly radioactive and generates intense heat. Nuclear plant operators typically store this material in pools of water that cool the fuel and shield the radioactivity. Water in a spent fuel pool is continuously cooled to remove heat produced by spent fuel assemblies. According to IAEA experts, a typical spent fuel pool temperature is kept below 25 °C under normal operating conditions. The temperature of a spent fuel pool is maintained by constant cooling, which requires a constant power source.

Given the intense heat and radiation that spent fuel assemblies can generate, spent fuel pools must be constantly checked for water level and temperature. If fuel is no longer covered by water or temperatures reach a boiling point, fuel can become exposed and create a risk of radioactive release. The concern about the spent fuel pools at Fukushima Daiichi is that sources of power to cool the pools have been compromised.

Concern about spent fuel storage conditions has led Japanese officials to drop and spray water from helicopters and trucks onto Unit 3 at Fukushima Daiichi nuclear power plant (See earlier update).

Japan's Nuclear and Industrial Safety Agency has reported increasing temperatures in the spent fuel ponds at Units 5 and 6 since 14 March. An emergency diesel generator at Unit 6 is now powering water injection into the ponds at those Units, according to NISA.

The IAEA can confirm the following new information regarding the temperatures of the spent nuclear fuel pools at Units 4, 5 and 6 at Fukushima Daiichi nuclear power plant:

17 March, 03:00 UTC: 64.2 °C

17 March, 18:00 UTC: 65.5 °C

Unit 6

17 March, 03:00 UTC: 62.5 °C

The IAEA is continuing to seek further information about the water levels, temperature and condition of all spent fuel pool facilities at the Fukushima Daiichi nuclear power plant.
