Forecast Positions: Typhoon “PEDRING” is expected to make landfall over

vicinity of Baguio City by tomorrow afternoon. By tomorrow
evening, it will be at 40 km South of Sinait, Ilocos Sur and on
Wednesday evening it will be at 350 km West Northwest of

At 4:00 p.m. today, Typhoon "PEDRING" was estimated based on satellite and surface data at 260 km East Southeast of Casiguran, Aurora (15.6°N, 124.8°E) with maximum sustained winds of 130 kph near the center and gustiness of up to 160 kph. It is forecast to move West Northwest at 19 kph.

White Beach in Alcoy, Cebu





The white beaches and nice resorts in Alcoy, Cebu are just lined up here. You can certainly enjoy a morning walk so you will have a chance to see what every resort can offer. There is also a floating cottage here where you can take a look at many varieties of fish. And on that note, the area is also a good diving site.

One unfortunate event though is that I lost my Storm slipper here. It was going high tide that time so be careful of your slippers. Thanks to Storm anyway.

DECLARING THE MONTH OF SEPTEMBER 2011 AS “STRUCTURAL ENGINEERING MONTH”

WHEREAS, recent global developments related to natural disasters highlight the importance of promoting public safety through the design and construction of safe and sound engineered structures such as buildings, bridges, towers, and other structures;

WHEREAS, there is a need to increase public awareness about the role and the social and moral responsibilities of Civil Engineers specializing in structural design in relation to promoting public safety;

WHEREAS, the Association of Structural Engineers of the Philippines, Inc. (ASEP), an affiliate society of the Philippine Institute of Civil Engineers (PICE), is the country’s only national organization of practitioners of structural engineering;

WHEREAS, ASEP will be celebrating its 50th Anniversary in September 2011;

WHEREAS, for the past 50 years, ASEP has been a partner of the government in its commitment to the protection of life and property by promoting responsible structural engineering through various undertakings, such as effective programs for disaster risk reduction and management and continuing professional development; and

WHEREAS, there is a need to express our appreciation for the work of our structural engineers and to spread awareness of their vital contribution to the country.

NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare the month of September 2011 as “Structural Engineering Month.”

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

THE TROPICAL STORM EAST NORTHEAST OF NORTHERN LUZON HAS ENTERED THE PHILIPPINE AREA OF
RESPONSIBILTY (PAR) AND WAS NAMED “NONOY”.

“NONOY” was estimated based satellite and
surface data at 1,170 km East Northeast of
Basco, Batanes (24.8

Movement: Forecast to move northwest at 15 kph


• TS “NONOY” is too far to affect any part of the country.

• The public and the disaster coordinating councils concerned are advised to take appropriate actions and
watch for the next bulletin to be issued at 11 PM today or as soon as TS ”NONOY” exits the Philippine Area
of Responsibility (PAR).

Giant croc captured in Agusan Sur creek


Villagers and experts have captured a one-ton saltwater crocodile which they plan to make the star of a planned ecotourism park in Agusan del Sur province.


The male crocodile was described in an Associated Press report as 6.4 meters (21 feet) long which, if confirmed, would make it bigger than the 5.5-meter saltwater crocodile in Cairns, Australia.

The Australian crocodile has been cited by the Guinness Book of Records as the biggest captive crocodile in the world.

Mayor Cox Elorde on Monday said that dozens of villagers and experts ensnared the crocodile along a creek in Bunawan town, Agusan del Sur, after a three-week hunt. It was captured by villagers using a trap.

Elorde said the crocodile killed a carabao in an attack witnessed by villagers last month and is also suspected of having attacked a fisherman who went missing in July.

Elorde said putting the huge crocodile in a tourism park would turn it “from a threat into an asset.”

The Australian crococile, named Cassius, is believed to be at least 100 years old.

4 killed, 4 hurt in Cebu robbery

CEBU CITY, Philippines–A security guard and three suspected bank robbers were killed while four others, including two policemen and a bank teller, were wounded Monday morning in a failed robbery at a shopping mall, just a few meters away from Fuente Osmeña police station along Osmeña Blvd., in this city.

Cebu City Police Office Director Sr. Supt. Ramon Melvin Buenafe confirmed the death of all the three robbers and one security guard, who served as one of the two escorts of a China Bank teller, who was delivering cash to a money changer outlet at the Robinsons mall at 9 a.m.
The slain security guard was identified as Leofer Itac while the identities of the slain robbery suspects were still unknown.

The injured were PO1 Jay Catacutan and PO1 Roy Ceniza, both assigned to the Cebu City Mobile Patrol Group (MPG), the still unidentified bank teller, who was hit on the leg, and security guard Lito Odan, the second escort.

Catacutan, Ceniza, Odan and the bank teller were brought to Chong Hua Hospital for treatment.
According to the police, one of the suspects was waiting at the Osmeña Blvd. entrance of the Robinson’s supermarket while two others were at the food court in the mall’s basement.

The bank teller, who alighted from the armored vehicle of China Banking Corp., went down to the food court area accompanied by Itac, leaving Odan and an unidentified driver in the van.

The suspects then shot the guard and the bank teller and grabbed the bag containing the money.
Odan, on hearing the shots, rushed to the basement but was also fired upon.

As the three suspects fled with their loot through the Ramos St. entrance of the mall, they saw three MPG policemen who just happened to be passing by and fired at them. Catacutan was hit on the body and Ceniza on the leg.

All three suspects, one of them also wounded, boarded a motorcycle and sped toward Cebu Velez General Hospital along Ramos St.

Six responding MPG teams called in for reinforcement cornered the suspects on Ranudo St., several meters from the mall and a shootout ensued, killing the three suspects.

The police recovered the bag which, Buenafe said, contained P1.2 million.

Bohol top in governance

Bohol emerged as the country’s best governed province while Valenzuela and Ligao came out as the best governed among highly urbanized cities and component cities, respectively, according to the latest performance report released by the Department of the Interior and Local Government (DILG).

The DILG on Sunday disclosed the 10 provinces and 20 cities that scored high in the Local Governance Performance Management System (LGPMS) report for 2010.

Managed by the DILG, the LGPMS is a web-based, self-assessment tool that measures the performance of local government units (LGUs) in key governance areas.

It assesses the performance of cities and provinces in administrative, social, economic and environmental governance.

It also assesses local government units in terms of transparency, participation and financial accountability, the guideposts for good governance.

The LGUs are scored accordingly, with 1 as the lowest and 5 as the highest.

Among the provinces, Bohol scored 4.9370 followed closely by La Union with 4.9115.

The rest of the 10 top-performing provinces are Bulacan with 4.8628; Negros Oriental, 4.8331; Pangasinan, 4.8185; Ilocos Norte, 4.8185; Albay, 4.8064; Cavite,4.8031; Compostela Valley, 4.7812; and Tarlac, 4.7773.

Valenzuela, meanwhile, scored 4.9150 to lead the top performing highly urbanized and independent component cities.

San Juan followed with 4.8875; Puerto Princesa, 4.8640; Angeles, 4.7410; Davao, 4.7380; Naga, 4.6940; Zamboanga, 4.6865; Iligan, 4.6710; Cebu, 4.6633; and Taguig, 4.6415.

Among component cities, Ligao was the top performer with a score of 4.9240; followed by Laoag, 4.9193; San Fernando, 4.9177; Vigan, 4.8617; Gingoog, 4.8568; Cabanatuan, 4.8363; Dipolog, 4.8113; La Carlota, 4.7553; Iriga, 4.7522; and Batac, 4.7430.
